<h3>4. Purpose and justification for processing personal data</h3>
<p>
  Personal data are processed to confirm customers’ places of domicile, to
  conclude user agreements between customers and the National Library, to update
  information on places of domicile from the Population Information System, and
  to identify users logging in to the e-library.
</p>
<p>
  Personal data are also processed for keeping an automated error log and for
  the provision of personalised services, such as recommending books on the
  basis of lending activity.
</p>
<p>
  For service provision, data are processed by the National Library (controller
  of the data file), CSC – IT Center for Science (data processor) and Digiloikka
  Oy (data processor).
</p>
<p>
  Users’ personal data are processed in anonymous form for the compilation of
  usage statistics, which in turn are used to calculate lending compensation
  accumulated through the use of E-library materials.
</p>
<p>
  The analytics system can be used on the CSC servers so that traces remain
  within a safe environment.
</p>
<p>
  When using the service, identifying data associated with sessions (e.g., IP
  addresses) are temporarily stored for processing, as, in the case of any
  errors, are the brand, model and operating system of the device used. The data
  are used, without being linked to personal data, to improve the service as
  well as to identify and restrict errors.
</p>
<p>
  The grounds for the processing of personal data are the controller’s
  legitimate interests, consent given by the data subject with regard to data
  disclosed voluntarily and the necessity of the processing for the execution of
  agreements to which the data subject is a party, or the implementation of
  measures preceding the conclusion of the agreement at the request of the data
  subject.

<h3>6. Regular sources of data</h3>
<p>
  Personal data are obtained when someone registers as a user through suomi.fi
  identification, and they will be kept up to date from the Population
  Information System in accordance with the terms and conditions of the PIS
  modified data interface.

<h3>7. Processing and protection of sensitive personal data</h3>
<p>Sensitive personal data are not processed in the e-library.</p>
<h3>
  8. Duration of personal data storage and removal of unnecessary personal data
</h3>
<p>
  Personal data will be stored for the duration of the customer relationship and
  no more than one year after the end of the relationship (retention period).
</p>
<h3>9. Automated processing of personal data and profiling</h3>
<p>Personal data are not used for automated decision-making or profiling.</p>
<h3>10. Regular disclosure of data</h3>
<p>Data are not disclosed.</p>
<h3>11. Transfer of data outside the EU or EEA</h3>
<p>No data are transferred.</p>
<h3>12. Principles of data security</h3>
<p>
  The data are recorded exclusively in an electronic format. The data can be
  accessed only by system administrators and library main users, who are
  identified by personal credentials granted by the National Library. The
  credentials are kept current by municipalities.
</p>
<h3>13. Right of access</h3>
<p>
  To check which of their personal data have been collected in the service,
  users must contact the service administrator, namely, the e-library unit of
  the National Library of Finland.
</p>
<h3>14. Right to request correction or removal of data</h3>
<p>
  Users can, at any time, remove their data from the service by deleting their
  account. The data retention period applies.
</p>
<p>
  If there are errors in the personal data collected from the Population
  Information System, users must contact the Digital and Population Data
  Services Agency directly.
</p>
<p>
  If necessary, users can contact the e-library using the feedback form in the
  application or the feedback form on the e-library website.
</p>
<h3>15. Other rights related to processing personal data</h3>
<p>
  Users have the right to subject the legality of service operations to a review
  by the Data Protection Ombudsman: tietosuoja(at)om.fi.
</p>

<p>
  "E-library" refers to a service maintained by the National Library of Finland
  for browsing, reading, listening, lending and returning electronic materials,
  the use of which is possible under this Agreement.
</p>
<p>
  "Customer" refers to a natural person who has the right to use the service
  under this Agreement.
</p>
<h3>Introduction</h3>
<p>
  E-library is a service provided by National Library of Finland and the
  Customer’s municipality of residence for the use of electronic materials.
</p>
<p>
  E-library can be used with e-books, audiobooks and other material from several
  publishers. E-library allows you to browse the selection of materials, read
  their presentations, reserve, borrow and listen or read materials.
</p>
<h3>1. Conclusion and registration of the agreement</h3>
<p>
  The Agreement between National Library and the Customer takes effect once the
  Customer has accepted the Terms of use and registered for the service. If they
  do not accept the terms of use or are not a resident of a municipality that
  has joined the E-library, the customer relationship will not be created.
  National Library has the unilateral right to amend the Terms of use. If the
  Terms of use are amended, the Customer must accept them in order to continue
  using the service.
</p>
<p>
  When registering for the service, the Customer chooses the identification
  method from the options provided.
</p>
<p>Children under the age of 13 require the consent of a guardian.</p>
<p>Registration and use of the service is free of charge for the Customer.</p>
<h3>2. The rights and obligations of the Customer</h3>
<p>
  The Customer has the right to use the Service and related software and
  material in accordance with these Terms and the Copyright Act. Unauthorized
  use results in loss of access.
</p>
<p>The customer has the right</p>
<ul>
  <li>To browse and search the material</li>
  <li>
    To publicly present parts of the material as part of teaching or a seminar,
    workshop, conference, etc.
  </li>
  <li>
    To print, copy and save materials electronically in accordance with the
    limitations set by publishers at any given time
  </li>
  <li>
    Within the lending period, to use the material on terminal devices that are
    supported by the software intended for the use and on which it is installed.
    There may be quantitative restrictions related to the installation of
    software on terminal devices.
  </li>
  <li>
    To utilise Braille displays, sound synthesizers and other tools if they are
    an authorised user with print-disability.
  </li>
</ul>
<p>
  The Customer does not have the right to rent, lease, sell or license the
  material further, assign or transfer rights to the material or grant access
  rights to the material or any part of it so that it is copied to another
  individual or legal person’s computer otherwise than as permitted herein.
</p>
<p>There may be geographical restrictions in place for the use of material.</p>
<p>
  When the Customer uses the service on various devices, the Customer may also
  receive various data transfer, etc., fees in accordance with the Customer's
  subscription and other agreements. These fees are the responsibility of the
  Customer.
</p>
<p>
  The Customer is responsible for the protection of their devices. The Customer
  is responsible for the consequences of insufficient protection and for damage
  caused to National Library of Finland, users or third parties by viruses,
  etc., they introduce intentionally or negligently into the service network.
</p>
<p>
  The Customer is responsible for the texts, images, music, programs,
  information and other similar activities left in the service by them or
  possibly spread to other information networks, as well as their copyright,
  trademark, patent and other intellectual property rights, the acquisition and
  cost of these permissions, other legality, and the consequences and claims
  arising from breaches related to them.
</p>
<p>
  When the Customer uses the service for activities that are contrary to the law
  or good practice, the Customer is responsible for any damage caused.
</p>
<h3>3. The rights and obligations of National Library of Finland</h3>
<p>
  National Library of Finland has the right to produce the service as it sees
  fit and to change and remove all or part of the material and products form the
  service without notice.
</p>
<p>
  National Library has no liability for damages in relation to the Customer
  under this agreement, unless otherwise provided by mandatory legislation.
</p>
<p>
  National Library is not responsible for the functionality and compatibility of
  the devices or programs used by the Customer.
</p>
<p>
  National Library of Finland has the right, without prior notice and without
  delay, to suspend and block use of the service and telecommunications, and to
  remove material, that violates the legislation in force and these terms and
  conditions.
</p>
<h3>4. Intellectual property rights and protections</h3>
<p>
  Copyright to the Service, related software, products and material, as well as
  other intellectual property rights, belong to National Library of Finland
  and/or third parties.
</p>
<p>
  Reproduction, transfer, distribution or storage in whole or in part of the
  software and user interfaces contained in the E-library is prohibited.
</p>
<p>
  National Library is not responsible for the content of books, magazines or
  other material acquired by the Customer through the service. Responsibility
  for the content lies with the rights holders of the material.
</p>
<p>
  Technical protection measures are used to protect copyright and to watermark
  the material. The Customer does not have the right to remove protection
  measures from the material. The purpose of protection measures is to prevent
  use and copying of the material that is illegal or contrary to the agreement.
  The removal of the protection measures and the unauthorised use of the
  material made possible by it may lead to criminal liability in accordance with
  the law. The Customer understands that the protection measures allow the
  material to be identified and linked to the customer. National Library is not
  responsible for third-party software or changes made unilaterally by a third
  party to the protection measures of material.
</p>
<h3>5. Customer’s responsibility for credentials belonging to the service</h3>
<p>
  The Customer is responsible for ensuring that the identifiers related to their
  identification method are not disclosed to third parties. The Customer is
  responsible for all use of the service under their credentials. The disclosure
  of the credentials to a third party is prohibited.
</p>
<h3>6. Duration and termination of the Agreement</h3>
<p>
  The Customer takes the service into use by registering for the service. If the
  Customer wishes to stop using the service, the Customer may terminate the
  Agreement in the service after logging in. Termination at the library is not
  possible.
</p>
<p>
  The credentials will be automatically disabled in the service’s next run,
  where the E-library is informed when the preconditions for granting the
  credentials are removed, i.e., when a person moves to a municipality where the
  E-library is not in use, or when the person terminates the contract or dies.
</p>
<h3>7. Data protection and processing of personal data</h3>
<p>
  The processing of personal data complies with the EU General Data Protection
  Regulation (GDPR) and national data protection legislation. The processing of
  personal data is described in the service’s data protection statement, which
  is available electronically in the service application and on the E-library's
  website: e-library.fi.
</p>
<h3>8. Other terms and conditions</h3>
<p>
  The agreement and use of the service are governed by Finnish law, regardless
  of the country from which the service is used.
</p>


The joint E-library of the municipalities is a one-stop E-library. It means that a versatile E-library collection can be accessed easily and effortlessly from anywhere in Finland through a single website or mobile application.
